You cannot Stain over painted surfaces… stain, unlike paint needs to be ABSORBED INTO the surface… while painting a surface applies a film coating to the surface… so take it from there…
Yes and no. You can apply a solid color stain over the paint. This could refresh the color but won’t last. Stain is designed to penetrate into the wood not sit on top of a paint layer. Best to apply another coat of paint, with proper preparation of course.
