Use any good grade wood filler…
1- Counter-sink the screws, below the wood surface. Replace screws with new longer screws if they break or can’t be countersunk.
2- Replace any boards that are too bad even for sanding. Some boards can be flipped over then sanded. This is a great way to save money.
3- Sand everything if possible. You could rent a floor sander, large vibratory type might work for you and be easier to use.
This is the best way. Just trying to add wood filler or equivalent will not work well or be a permanent fix. Decks are expensive to build and replace, with proper maintenance they can last a long time.
