My experience is two different products for interior and exterior cleaning.
When we get an exterior ready to paint, we will pressure wash and mildew wash the surfaces, then paint within a week. Karl has a good outline at this link Exterior Paint Preparation

To answer your back rolling question, we absolutely will back roll interior walls. Better coverage and easier touch-ups are the primary reasons. Exterior painting has many variables so my rule is, when possible, back roll.
