I want to paint my stair treads and risers. What type of paint and primer should I use for each? Should I top them with a polyurethane to protect them from wear?

My old kitchen floor was covered with 2 layers of vinyl. We stripped the old tar paper off using hot water and towels. Now I have bare heart pine. I would like to stain a diagonal checkerboard pattern using black stain on every other square, and then just clear polyurethane

I have primed the wood with red primer since I am painting the porch a red color, but I find that even with 2 coats on top of the primer the red leaves streaks of lighter pink tones. What can I do to prevent this?
