Yes, you can use the lower sheen paint as a first coat. This is a good way to reduce the coats required as semi-gloss paints don't cover as well as lower sheen paints.
Agree, this shouldn’t present any problems. BTY, many eggshell paints are just as washable as semi-gloss. Just depends on the quality of the paint. If you like the lower sheen just leave it alone.
