I had two contractors come to my house. One said I need to use oil base primer before skim coating. The other said that they could just skim coat over the current walls. Which one is better?

Painting a well house during cold weather. Do you suggest I wait till winter is over? Corrosion build up, scraping of pipes, etc, then painting. Will this cause irritation, problems, etc?

First coat of stain looked good with a couple streaks. Used fine steel wool then applied second coat. Looked better you can see the grain with little spots of streaks. Used steel wool again and added third coat..looks horrible. If I steel wool it more so it is really dull

I scraped off all of the loose paint on my plastered walls. I did not scrape down to the bare plaster because paint underneath did not come off. Now the problem I have is –what to do with the edges left on paint on wall that did not come off.
