We will prefer to paint the walls first and then the baseboard. Be sure to clean the top of the base before you begin the painting.
In a prior answer, Karl suggested using Denatured Alcohol and a rag to determine existing oil or latex paint. Another suggestion was to use a dissimilar colored rag to help identify that you had or had not softened the paint if it is latex. If you see any paint on the rag, the coating is latex. If not, it is probably oil.
