You probably used the wrong Kilz… use the interior/exterior Kilz Oil Base Sealer Primer Stain Killer… use 2 coats if necessary…
If 2 coats of oil base Kilz won't work then use a tinted shellac primer, 2 coats with 30 minutes between each coat.
