Any good paint should be fairly tough. The best is a 2-part epoxy. There are some really nice water based epoxies on the market that are easy to use.
The biggest thing is removing all of the loose paint and priming the affected areas. This will be most of the work and if not done any paint could peel. Paint is only as good as its foundation.
