I have a dark gold border and was wondering what color I should paint the walls. Wood work is cherry and sink and tub are white with beige tile.

I have oil base paint on interior trim in the house. Can I apply oil base Kilz to the trim / baseboards? Will this allow the water base paint to adhere without peeling? Or do I still need to sand?
