Absolutely yes… just first, Clean it really well using only lacquer thinner and steel wool… next Prime it with a Pigmented Shellac Sealer Primer… then if your surface is Formica, wood or other non vinyl material, use a Floor & Deck Oil Enamel and finish coat, one heavy coat, using a pure bristle brush, with a flat edge… if it's a vinyl surface, try and Epoxy Tile & Tub Paint….
