My foyer walls were painted. I covered them with vinyl, strippable wallpaper some years ago. Now I have removed the wallpaper and cleaned the walls, but there are a lot of small areas where the original paint came off with the wallpaper. Do I need to apply anything to these

I am repainting the exterior of my home in SW. Florida. It was sealed and painted 5 years ago but the paint has faded and when I pressure washed the exterior the paint comes off or peals off as though it never adhered. How should I proceed? Such as sealer
