What do I have to do to prep a never before painted exterior metal door? What kind of paint would be the best kind to use?

We have a white vinyl sided two story center hall colonial w/ red shutters & door. What color should I paint the foundation?

I have kilzed a room with oil based primer. The paint that I bought is water based. Is that OK or does the paint have to be oil based as well?
