I have a textured ceiling with a smooth 3-inch “border” around it. My question is do I paint the “border” white like the ceiling or do I paint it the same colour as the walls?

I want to put a coat of urethane over a old lane cedar chest that had been stored in a basement. How do I remove mildew spots on the lower sides without stripping it?
