You need to describe in detail what kind of surfaces you have to paint….
A good washing using an environmentally friendly house wash/soap is a good start, Simple Green house wash works good. With a little scrubbing, narrow push broom, the chalky powder will come off.
Scraping and/or sanding to remove any loose paint, remove loose caulk, prime entire surface if needed, recaulk were needed. This should be the prep for most surfaces.
