Sounds like it will take more coats of paint. Deep or true colors are always difficult to cover and the dark brown will not cover well due to the deep tone base it is mixed in. One way to help your situation is to spray on the paint. If you have access to some type of paint sprayer give it a try.
Bernadine, the easiest solution to this problem is to give your fence 2 coats of black paint and then recover with 1or 2 (possibly) coats of brown paint, this worked for me with a similar problem and the brown looks great with the extra undercoat, I also live in the rainy UK; good luck.
