The color around the edges and frames dried lighter than the rest of the room. I applied the paint with a brush. Any ideas on how I can fix this?

Applied water based satin black paint on dresser which had been sanded bare. Followed with second coat. Desired durable finish so applied spray can lacquer. Finish has “bubbles.” What are my options?
