Scrape and patch the peeling areas and drips, retexture these areas if needed. The rest of the wall can be sanded with a pole sander and 150 grit sandpaper. Sanding thick paint on walls isn't easy but it is doable.
Unfortunately there isn't an other way to handle this situation but apply the new paint and hope for the best.
